Residence Pass-Talent (RP-T)

Premium talent residency pass for highly skilled expatriates working in Malaysia

Back to visas

Overview

The Residence Pass-Talent (RP-T) is Malaysia's premier talent retention initiative, designed to attract and retain highly skilled foreign talent who are working in Malaysia. Launched by Talent Corporation Malaysia Berhad (TalentCorp) under the Ministry of Human Resources, the RP-T is a 5 to 10-year renewable residence pass that provides expatriates with significantly more flexibility, stability, and benefits compared to standard Employment Passes. The RP-T represents a major step towards making Malaysia a truly attractive destination for global talent. Unlike the Employment Pass, which is tied to a specific employer and requires a new application each time the employee changes jobs, the RP-T is independent of the employer. This is the single most important feature of the pass: once granted, the RP-T holder can work for any employer in Malaysia, change jobs freely within the approved sector, and even be unemployed for up to 6 months without losing their immigration status. This mobility is a game-changer for professionals who want long-term career security in Malaysia. To be eligible for the RP-T, applicants must meet several criteria. They must be employed in one of the approved sectors, which include oil and gas, financial services, electrical and electronics, information and communication technology (ICT), wholesale and retail, professional services, education, healthcare, hospitality and tourism, manufacturing, transportation, and renewable energy. The applicant must have worked in Malaysia for at least 3 years on a valid Employment Pass, though this requirement can be waived for exceptional cases. The minimum salary requirement is RM 25,000 per month, though this threshold can be lower for applicants in designated critical or strategic roles. The application process involves a comprehensive assessment by TalentCorp, which evaluates the applicant's qualifications, experience, contributions to Malaysia, and potential for future impact. The assessment includes verification of employment history, academic credentials, professional certifications, and supporting letters from employers or industry bodies. One of the most attractive benefits of the RP-T is the unlimited validity of the Dependant Pass for spouses. While standard Dependant Passes are issued for the same duration as the principal pass, spouses of RP-T holders can be issued a Dependant Pass that remains valid as long as the RP-T is valid, regardless of the spouse's own circumstances. Spouses of RP-T holders are also eligible to work in Malaysia without needing a separate work permit, as they can apply for a Special Work Pass that allows them to work for any employer in Malaysia. Children of RP-T holders receive Dependant Passes and can study in Malaysia without needing a Student Pass. They also have priority access to international schools and may qualify for reduced tuition rates at certain institutions. RP-T holders enjoy freedom of movement within Malaysia without the need for reporting to immigration authorities for address changes or job changes, unlike Employment Pass holders who must report such changes. They can also purchase residential property in Malaysia at the minimum foreign buyer threshold (RM 500,000 to RM 1 million depending on the state), which is lower than the general foreign buyer threshold. After holding the RP-T for a qualifying period (typically 5 years), holders may be eligible to apply for Malaysian permanent residency (PR). This pathway to PR is one of the key long-term benefits of the RP-T. The application for PR is processed by the Immigration Department, and criteria include length of residence, economic contributions, and integration into Malaysian society. The RP-T also provides tax benefits for certain sectors. Holders may be eligible for a reduced tax rate of 15% for a period of 5 years on their chargeable income, subject to approval by the Malaysian Investment Development Authority (MIDA). This is a significant financial incentive for high-income professionals. The processing fee for the RP-T is RM 2,500 for the main applicant, and the processing time is typically 4 to 8 weeks from the date of complete submission. The pass is issued by the Immigration Department upon TalentCorp's recommendation.

Process

1

Eligibility Self-Assessment and Document Gathering

Before applying for the RP-T, conduct a thorough self-assessment against the eligibility criteria. You must have a current Employment Pass valid for at least 6 months with a minimum salary of RM 25,000 per month. You must have worked in Malaysia for at least 3 consecutive years on a valid Employment Pass. Your employer must be in one of the approved sectors, and you must be in a professional, managerial, or technical role that demands specialised expertise. Gather all required documents including your valid passport with at least 18 months of remaining validity, current Employment Pass copy, recent passport-sized photographs, professional CV or resume detailing your qualifications and work experience, copies of academic certificates and professional qualifications, proof of salary (latest 6 months' payslips and employment contract), employer support letter confirming your role and contributions, tax clearance or tax payment receipts for the past 3 years, and any industry awards or recognition certificates. Documents not in English or Malay must be translated by a certified translator. Organise all documents in both physical and digital format.

2

Submit Application through TalentCorp Portal

The RP-T application is submitted online through TalentCorp's dedicated portal. You will need to create an account on the TalentCorp website if you do not already have one. The online application form requires detailed personal information, employment history, educational background, professional achievements, and information about your current employer and role. You will need to upload all supporting documents in the specified format (typically PDF files). The form includes sections where you can demonstrate your contributions to Malaysia, such as knowledge transfer activities, mentoring of local staff, involvement in industry associations, community engagement, and any innovations or initiatives you have led. This is an important part of the application, as TalentCorp evaluates not just your qualifications but also your broader impact on Malaysia's talent ecosystem. After completing the form, you will be prompted to pay the processing fee of RM 2,500 via the portal's secure payment gateway. Upon successful payment, your application is submitted, and you receive a confirmation with an application reference number.

3

TalentCorp Evaluation and Interview

TalentCorp reviews your application and conducts a comprehensive evaluation. This process includes verification of your employment history and salary with your current employer, verification of your academic credentials with the issuing institutions, assessment of your professional experience against the approved sector requirements, evaluation of your contributions to Malaysia including knowledge transfer, local talent development, and industry involvement, and background checks through relevant databases. TalentCorp may invite you for an interview, either in person or via video conference, to discuss your application in detail. During the interview, you may be asked about your career aspirations, your contributions to Malaysia, your plans for the future, and how you see yourself contributing to Malaysia's development. The interview panel typically includes TalentCorp officers and may include representatives from the relevant industry sector. The evaluation process typically takes 4 to 6 weeks. You can track your application status through the TalentCorp portal using your reference number.

4

TalentCorp Recommendation and Immigration Approval

If the evaluation is successful, TalentCorp issues a recommendation letter approving the RP-T application. This recommendation is sent to the Malaysian Immigration Department for final approval and pass issuance. The Immigration Department conducts its own verification processes, including immigration history checks and security screening. In most cases, if TalentCorp has recommended the application, the Immigration Department approval follows without issue. However, applicants with previous immigration violations or security concerns may face additional scrutiny. The Immigration Department processing typically takes 2 to 3 weeks after receiving TalentCorp's recommendation. Once both TalentCorp and the Immigration Department have approved the application, you will receive an official approval notification through the TalentCorp portal. The notification includes the RP-T approval letter, details of the pass validity period (5 to 10 years), and instructions for the endorsement process.

5

Pass Endorsement and Collection

Upon receiving the approval notification, you must present your passport to the Malaysian Immigration Department for endorsement of the RP-T. The endorsement process involves affixing the RP-T sticker into your passport and recording your biometric data if not already on record. You will also receive your i-Kad (foreign identification card), which serves as your official identification document in Malaysia. The i-Kad includes your photograph, RP-T details, and validity period. You should verify that all details on both the passport endorsement and the i-Kad are accurate before leaving the immigration counter. If you are currently outside Malaysia at the time of approval, you will need to enter Malaysia on a social visit pass and then proceed to the Immigration Department for the endorsement. The RP-T validity period starts from the date of endorsement. You should keep both your passport with the RP-T endorsement and your i-Kad with you at all times.

6

Enjoying RP-T Benefits and Long-Term Integration

After receiving your RP-T, you can immediately start enjoying the enhanced benefits. The most significant advantage is employment mobility: you can change jobs without needing a new pass application, as long as you remain within the approved sector. You simply need to inform TalentCorp of your new employment within 30 days. If you leave your job, you have up to 6 months to find new employment without losing your immigration status. Your spouse can work in Malaysia by applying for a Special Work Pass, which allows employment with any employer. Your children can continue their education without needing separate Student Passes. You can also purchase residential property at the minimum foreign buyer threshold. Start planning for your long-term future in Malaysia, including the possibility of applying for permanent residency after holding the RP-T for a qualifying period (typically 5 years). Maintain compliance with all pass conditions, including timely renewal and reporting any material changes to TalentCorp. The RP-T is renewable for additional 5 to 10-year periods, subject to continued eligibility and TalentCorp evaluation.

FAQ

Can I change employers while holding an RP-T?
Yes, this is one of the most important benefits of the RP-T. Unlike an Employment Pass, which is tied to a specific employer, the RP-T allows you to change employers freely within the approved sector. You do not need to apply for a new pass. You must inform TalentCorp of your new employment within 30 days and provide supporting documents. If you change to a different sector, you may need TalentCorp's prior approval. This mobility gives RP-T holders significant career flexibility and security.
What happens if I lose my job while holding an RP-T?
If you lose your job, you have a grace period of up to 6 months to find new employment without losing your RP-T status. During this period, you can remain in Malaysia and actively seek new job opportunities. You must inform TalentCorp of your unemployment status within 30 days. If you find a new job within the grace period, you simply notify TalentCorp of the new employment. If you do not find employment within 6 months, your RP-T may be revoked.
Can my spouse work in Malaysia on my RP-T?
Yes, this is a unique benefit of the RP-T. Spouses of RP-T holders are eligible to apply for a Special Work Pass that allows them to work for any employer in Malaysia without needing a separate Employment Pass. This provides significant flexibility for dual-career couples. The spouse does not need a job offer in advance; the Special Work Pass grants them the right to seek and accept employment freely.
Is the RP-T renewable and can it lead to permanent residency?
Yes, the RP-T is renewable for additional periods of 5 to 10 years. Renewal requires continuing to meet the eligibility criteria and a fresh evaluation by TalentCorp. After holding the RP-T for a qualifying period, typically 5 years, you may be eligible to apply for Malaysian permanent residency (PR). The PR application is processed by the Immigration Department, and criteria include length of residence, economic contributions, and integration into Malaysian society.
What is the minimum salary requirement for the RP-T?
The standard minimum salary requirement is RM 25,000 per month. However, this threshold may be lower for applicants in designated critical or strategic roles that are deemed essential for Malaysia's economic development. The salary must be paid by a Malaysian employer and must be reflected in the applicant's EPF and tax records. Applicants should provide at least 6 months of payslips and an employment contract as proof.
Can I apply for the RP-T if I have been in Malaysia for less than 3 years?
The standard requirement is at least 3 years of continuous employment in Malaysia on a valid Employment Pass. However, TalentCorp may waive this requirement in exceptional cases for individuals with specialised expertise, outstanding achievements, or strategic value to Malaysia. If you have less than 3 years of experience, you may still be considered if you can demonstrate exceptional contributions or if your skills are in critical demand.
