Student Pass

The first and most critical step in obtaining a Student Pass is to secure admission at an educational institution in Malaysia that is registered with the Ministry of Education and approved to accept international students. Research and select institutions based on your academic interests, budget, location preferences, and career goals. Malaysia has a diverse range of options including public universities (such as Universiti Malaya, Universiti Kebangsaan Malaysia, and Universiti Sains Malaysia), private universities and colleges (such as Taylor's University, Sunway University, and INTI International University), international branch campuses of foreign universities (such as the University of Nottingham Malaysia, Monash University Malaysia, and Curtin University Malaysia), international schools (for primary and secondary students), and language centres and vocational training institutions. Submit your application for admission with all required academic documents, including transcripts, certificates, English language proficiency test scores (IELTS, TOEFL, or equivalent), and any other programme-specific requirements. Once accepted, the institution will issue a Letter of Offer or Letter of Acceptance, which is the foundational document for the Student Pass application.

After you have accepted the offer of admission and paid any required acceptance fees, your educational institution will initiate the Student Pass application on your behalf through the Education Malaysia Global Services (EMGS) portal. The institution's international student office or designated EMGS coordinator will upload your details and supporting documents into the system. Your role at this stage is to provide all required documents to the institution promptly. These include your valid passport (scanned copy of the bio-page), recent passport-sized photographs with white background, completed student pass application forms provided by the institution, all previous academic transcripts and certificates, proof of sufficient funds for tuition and living expenses (typically RM 30,000 to RM 50,000 depending on the programme and duration), a health declaration form, a signed undertaking letter agreeing to comply with all student pass conditions, and a copy of your visa application fee payment receipt. The institution will verify all documents before submission. Once submitted, the EMGS system generates a unique application reference number, which you can use to track the application status online.

The EMGS processes the Student Pass application through several stages. First, the application undergoes a completeness check to ensure all required documents have been submitted. Next, EMGS verifies the educational institution's accreditation and the student's admission status. The application is then forwarded to the Immigration Department for immigration clearance. During this stage, the Immigration Department conducts background checks, verifies the student's passport validity and immigration history, and assesses any potential security concerns. Simultaneously, the student's medical report (if submitted) is reviewed by EMGS-approved medical screening authorities. If the medical screening was not completed before submission, the student may be issued a provisional Student Pass and must complete the medical screening within 30 days of arrival in Malaysia. The EMGS processing typically takes 7 to 14 working days. During this period, you can track your application status through the EMGS website using your reference number and passport number. The status will show stages such as Submitted, Document Verification in Progress, Immigration Clearance in Progress, and Approved.

Once the Student Pass application is approved by EMGS and the Immigration Department, the educational institution receives an approval notification. If you are applying from outside Malaysia, you will receive a Visa Approval Letter (VAL) from the institution via email. The VAL is a critical document that authorises you to enter Malaysia for the purpose of study. You must present the VAL at the nearest Malaysian embassy or consulate to obtain a Single Entry Visa (SEV) if your nationality requires one for entry into Malaysia. Citizens of certain countries (including most ASEAN countries) may not need a separate SEV. The VAL is typically valid for 6 months from the date of issue. You must enter Malaysia within this validity period. Upon arrival at any Malaysian entry point, present your VAL, passport with SEV (if applicable), and return flight ticket (if requested) to immigration officers. You will be granted a social visit pass with a special endorsement indicating that you are entering for study purposes. This temporary pass allows you to proceed to your educational institution to complete the Student Pass endorsement process.

Within 30 days of arriving in Malaysia, you must complete a mandatory medical screening at an EMGS-approved panel clinic or hospital. The medical examination includes a physical examination, blood tests (including HIV, hepatitis B, syphilis, and malaria screening), urine analysis, chest X-ray (for tuberculosis screening), and other tests as required. You must bring your passport, VAL, and student pass application documents to the medical appointment. The medical results are submitted electronically to EMGS by the clinic. If the medical results are satisfactory, the institution will be notified to proceed with the Student Pass endorsement. Present your passport to the Immigration Department or to the institution's designated immigration representative for the Student Pass sticker to be affixed into your passport. The sticker includes your photograph, the validity period of the pass, the name of the educational institution, and any conditions of the pass. You will also receive your i-Kad (foreign student identification card). The i-Kad is an important identification document that you should carry with you at all times during your stay in Malaysia.

After receiving your Student Pass, you can fully engage in your academic programme and student life in Malaysia. You must comply with all conditions of the Student Pass. This includes maintaining full-time enrolment and satisfactory academic progress, not working during semester time (part-time work is only permitted during semester breaks and holidays, up to 20 hours per week, in approved sectors), not engaging in any form of full-time employment or business without authorisation, maintaining valid health insurance throughout your studies, reporting to the institution's international student office if your passport is renewed or if you change your residential address, and complying with all Malaysian laws and regulations. Your Student Pass must be renewed annually or as per the duration specified. The renewal process is managed by your institution through the EMGS portal, typically starting 2 to 3 months before the pass expires. You will need to provide updated documents including proof of continued enrolment, updated passport copy, and proof of financial means for the upcoming academic year. Upon completing your studies, you have 30 days to leave Malaysia or convert to an appropriate pass (such as the Graduate Pass or Employment Pass) if you have secured employment.
