Managed by the Malaysia Digital Economy Corporation (MDEC), the Malaysia Tech Entrepreneur Programme (MTEP) is designed specifically for innovators. Malaysia offers a unique advantage: a low cost of operations combined with a high-quality digital infrastructure, making it the perfect hub for startups targeting the 600-million-strong ASEAN market. The 2026 MTEP framework focuses on 'high-growth' tech areas, including Fintech, AgTech, EdTech, and AI. The goal is not just to have expatriates living in the country, but to have them actively building companies that hire local talent and integrate into the local tech ecosystem.
The Two Tracks of MTEP
New Entrepreneur
For founders with no prior presence in Malaysia. This provides a 1-year pass to set up operations, test the market, and validate the business model. After 1 year, it can be converted into a long-term pass.
Established Entrepreneur
For founders with a proven track record or venture-backed startups. This offers a 5-year renewable pass from the start.
Mandatory Sdn Bhd
All MTEP holders must incorporate a local private limited company (Sdn Bhd) within the first 6 months of their arrival.
The Pitch and Approval
Unlike corporate visas, the MTEP requires a 'Business Pitch'. You must submit a detailed business plan, a video introduction, and proof of funds. MDEC vets your business for its 'innovation quotient' and its potential to contribute to Malaysia's digital goals. Once endorsed, the immigration process is relatively fast, typically taking 6 to 10 weeks.
